cover the cost of the Force

east

In several of my despatches I have pointed out

that Honghong is practically the edlsatia of Southern China; that the Harbour which extends over-

ten

uare miles of water,

square

contains a greater tonnage of shipping than

any

British Port

except London and Liverpool, that the British territory of Kowloon on the mainland of China, opposite this island, has been frequently invaded by armed

bands

to

bands of Chinese Pirates and _ Smugglers; and that, consequently, it is absolutely necessary -maintain here a large, well-armed,

Irish Constan
